The city council voted on Tuesday to approve a new plan for Home coverage across the region, after months of debate between residents and officials.
Supporters said the plan would bring more reporting to neighborhoods that have gone without it for years, while critics questioned the cost and the timeline.
The vote passed seven to two. The first changes take effect next month, and a review is scheduled for the end of the year.
Officials said they would publish quarterly updates and hold public meetings in each district before the review.
Local business owners welcomed the decision, saying better information would help them plan for the season ahead.
